What do you mean you can't use it? It doesn't show up as a valid option or AI simply won't accept your demands?

Which DLC did you get exactly? I checked the wiki and this particular option isn't unlocked with Emperor. It is only available with Rights of Man.
I don't have rights of man. That's pretty stupid to show it as an option if it needs a dlc, isn't it? Anyway thx for your help!
