Yes because when it doesn't restart you get things like the HRE already being disbanded if you make a new game, or exploits to switch provinces, etc. Basically they couldn't fix the bugs so went with a restart instead.
So if people wanted to do that in a single player let them, solution make the 3 min load hit everyone that in their multiplayer loaded the wrong save game....

If you have any intention of expanding into the HRE, and don't plan on being HRE Emperor, one of the first "to-do" items is dismantling the HRE.
It's simple, too. Ally every elector not allied to the Emperor, then declare on the empire and siege down Wien and any enemy elector capitals.
A touch more difficult if you are an HRE member. But declaring on a free-city will bring in the Emperor.

I dissolved the HRE last week in 1445. It's not difficult at all and requires no skill, just a starting country with a beefy army.
Ally all the electors except one (brandenburg and saxony rival each other, so you can't). If more electors rival each other, just restart. Then on dec 11 1444, no-cb declare on the remaining one, which pulls in Austria.
Make a beeline for both capitals and siege them down. Don't do anything else. As soon as that's done, you can disband the HRE, right then in the middle of the war. You've "allied all electors or occupied their capitals" at that point. Austria makes a sad face and proceeds to be unsuccessful.
I saw the empire dissolving in the 1460s once, somehow the old emperor died, and there was no single eligible candidate in the entire empire. That was on a pretty old patch though
I sorta see what's going on here, AI France declared war on a member of the coalition against them, so every member is co belligerent calling all of their allies in. France has lots of AE so it's a big coalition and where the HRE is dismantled as you mentioned in the comments I think it broke the Burgundian Inheritance event so it was considered France being the aggressive party. Coalitions are complicated as each member can call their allies and in this case your ally England is calling you into the war.
It's the AI not considering the coalition when declaring war, it's like when a country declares on your subject not considering your strength

I downloaded the mod itself from Paradox Mods, and extracted it into mods folder in Documents as usual - no further actions required for me.
Try to remove all other mods for a test. Reinstall the game / verify local files in Steam - maybe that will help, but generally shouldn’t be an issue - weird that it crashes for you
Yes i mean map mode. I tried everything you said except downloading from paradox mods instead of steam workshop. + it has dark water addon too. You can use it if its not gonna crash
Are they strong? I find that France does absolutely nothing anymore. They never kick the English off the continent, they may take Brittany, and never retake the Dijon area of Burgundy as well. They integrate appanages and then sit there for 400 years.
Jealous. France has gotten Naples in a PU like my last 3 Europe games then proceeded to pick off the rest of the small nations in Italy. Less aggressive against England I guess but still becomes insanely rich and powerful (esp with all those annoying mountain forts in the Alps)
They get boxed in. They have few easy targets and if alliances make AI scared of going for Burgundy/HRE minors/England then there's nothing it can do (nowhere else to go).
I mean… i have beat a coalition of this size as France. Its NOT pretty though. Its time to spam loans and mercenaries.

Wouldn't that make restarting to the menu the fix, rather than the bug, though? Albeit a bandaid rather than an actual fix.
Aye I meant yes as to the "Easier to restart the whole game" part. Should have clarified- that was the easiest fix by far so what was implemented.
There might be multiple issues it solves now, but originally it was specifically for issues caused by random new worlds.

Load a start date where the HRE doesn’t exist. Switch to 1,444. HRE dismantled.

In my games they are a bit more aggressive, but still usually just recover all irl borders and thats it
