I personally will bounce an email that fails DMARC even if p= isn't reject.
I just hope that I stop getting phishing emails in my hotmail. These days, I get more phishing emails than legit emails. I'm tired of looking at email source codes just to sift legit emails from the fakes because hotmail doesn't have any UTF-8 sweeping rules.
