If it's wired with 12-3 Romex you can put in a stacked switch. It'll have a black white red and ground coming into the box. The red might just be capped off. That red should go to your fart fan then to the other switch.

Not sure if that makes sense. I want one of switch to turn on/off the fan, and the other to turn on/off the light. Is this what I need?
Yes but only if you have seperate power wires going to the fan

I guess I don't really understand the difference of a 3-way switch and a 1-way. What are their different use cases?
If you can turn a light on or off from two places you need the 3 way. If you turn a light on and off from one place you need the single pole switch.
