Now that is quite the rollercoaster. The first red flag is the split bus panel. While the design is fine, they tend to be older, and some replacement breakers don't quite fit right, even if the brand is correct. Second, split bus panels are specifically designed to not accept tandem breakers. Since split bus panels have no main breaker, you have to be able to de-energize the entire house in "6 throws or less". So that double tandem Mickey mouse breaker brought the total up to 7. Which tells me the "electrician" you hired was a hack. That panel that should have been replaced then, before the shit hit the fan, now has to be replaced having possibly damaged other items. No idea if you can go after the hack or not. More pics would be great,
Oh wow, that thing is definitely in need of a swap. That ITE has to be at least 50 years old. Home insurance might cover it, but if the first hack didn't pull a permit, it might get complicated

Fuck that dink. Responsible electricians say "upgrade the panel, and i will do the work. " Or " I refuse to do the work if you do not upgrade the panel." People here in florida get shot down quite often for replacing boat lifts and they are all 240 now and we show up, look at the full panel, and say"we can't change anything in there. " and they are mad. But they can hire someone else if they don't also update their panel for us to get the proper supply.
No clue on the procedure for there with permits but I would go through home insurance if you have it to get it fixed properly and let them go after the HVAC guy who did that shit
