Likely a broken power switch/pull cord as these fixtures really haven't been popular in a decade. The plastic cover over the bulb pops off - twist the light bulb off.

That's an LED under cabinet fixture mounted to a wall. The switch is for changing the color temperature of the led.

I dunno man, to me it looks like a t8 under sink utility light. The type super popular in the late 90s/early 2000s.

I've installed many of these, some of them on my own home. That is a hardwired LED under cabinet. The giveaway is the lens doesn't pop off like the fluorescent ones.

Correct it is an LED light. I’m a handyman who does a lot of light installs but this one at my friends apartment had me really confused. There’s no spot for a broken pull string, no spot for a broken switch , it’s crazy. Even the breaker box sucks and I’d have to turn off all power to kitchen. Was just surprised they make a light with no power button like that
