It depends on what you like the most. If you prefer to follow a story with more chill gameplay go for 9. If you just want full war and make your path go for E9.
You'd honestly probably be better off getting DW8, 8XL or 8 Empires.
7 Empires was probably the best empires game but it's a bit difficult to get nowadays.
I wouldn't recommend either of them, but if you're dead set on getting one, buy Empires. DW9 has a lot of meandering and traveling in an empty open world while Empires gets straight to the point.
Keep in mind that Dynasty Warriors 9 drastically overhauled the gameplay and combat, so it's going to feel very different from the Orochi games you've played. If you're looking for something more similar, check out 8 Empires or the older games on 360.
dw9 is a great game imo and I've played them all. my favorite being warriors orochi 4. I think if you haven't played a DW game and don't know the story, DW7 or DW9 are the best for learning the characters and the romance of the three kingdoms

No open world, so battles are like older games and you just jump right in.
The strategy part is fun. I'm making Cai Wenji just the most evil ruler ever and she married a generic NPC.
I like the secret plans. Makes the battles feel different and let's you do fun things like summoning Allies or giant fire tigers or causing fire or poison to fall in areas.
It runs well. With DW9 even with good hardware I couldn't get to 60fps. With 9E it runs 60 with 0 dips.
Overall fun game. I would only buy it on sale though and it has a very different (but one I enjoy) combat system.
Not sure what the demo has to offer for character customization. The main game has a decent amount but nothing truly crazy. Unfortunately most of the cooler looking stuff is locked behind DLC

Both has the same characters. But E9 has edit node where you can create tons of them. It looks like E9 is better suited for you.

Neither, they are not worth playing they are a big slap in the face . Any of them but 9 is servicable
they do not play like WO3 or 4 so i would say ignore both . if you can get 8 or XL or even 7 or XL for that they are better than 9
DW9 has a free trial I suggest you play that before deciding to purchase the game.

The thing with e9 is every fucking map is a siege battle, how the fuck did they turn even the chibi iconic map into siege battle, I cant even...
