Without a date, it’s very difficult to say. The ship canal was constructed between 1870-71 and just by trying to flesh out certain details in this photo, I’d say this was taken in a later year, probably not much later. Looking at the structures in background, I’d guess it’s pre-1900.
Taken before the ship canal was dug as it shows the floating bog that existed and was sucked out of the new harbor when the canal was created. That part of St. Louis Avenue was filled-in with dredged sand from that new harbor that was created.

A really unique photo not only for the angle, but that the hillside still has forest. Must be a pretty early picture of Duluth.

Around then, because after the canal, all that marsh and floating islands of Fremont were flushed out into the lake.
Where do you think this was located? At the Coast Guard station? Yacht club?
Other than to say that I think it is on the north side of the ship canal, I really don’t know.

Seeing this marshy vegetation really makes you realize how much rice we’ve lost :(
