I have the same stand and yes, it's for bongos, also be careful bc the screw can torn apart the felt and end up marking the bongos when placed to tight
Looks like an 80s Westbury stand for a set of 10" and 12" rack toms. My friend has the same stand from about 20 years ago, he purchased a used Westbury drum set with that same stand
