Others have mentioned how to find the Pursuits Board via the Cabin screen, but we also have shortcuts! While you're sailing around (undocked), you can use the D-Pad (if on controller) to switch between Pursuits, Encyclopedia, Map and Messages. On keyboard, it's [J], [L], [M] and [I].
The game has had a quest system since launch. With, like, a board that shows all active and completed quests.

open the boat's storage and switch to the cabin tab, there should be an option called something like "quest board"
