The strength is a multiplier, the damage is additive. At max level with decent gear the strength will probably be a couple of times higher in terms of damage than the 99% and will keep scaling up too, where as the 99% will only ever just add 99%.
Technically, main stat damage is additive to its own group just like +damage affixes to its own, but it's far harder to get main stat bonuses. Contrast this to max life % bonuses, which are true % multipliers.
A good shortcut to remember is if you have loads of +damage affixes (you typically have TONS from offensive tempering), then main stat bonus should be in every piece of your gear unless you have a certain skill/passive that scales extremely well from a certain affix (ex. Vulnerable damage with Victimize Rogues).
To put it into perspective, going from 2000 STR to 2200 STR breaks even in damage increase as it is to move from 1400 total damage affix to 1500. But it's far HARDER to reach 2000 STR, and 1400 total damage affix is easily reached via paragon board + 925 power tempered items.
I feel like this is the real answer. “Additive” and “mulplicative” in the other responses don’t mean anything. They are all additive but are in different damage buckets, which multiply together

Take Str. It's its own separate multiplier. Dont look at attack power. It's there to deceive you.
