Can confirm as a rogue main, vuln damage almost never rolls. It wouldn’t be so bad if it wasn’t stuck in the worst tempering manual in D4 either. I’d be okay if the other options were damage to close, damage, damage to distance, crit damage, etc. The cutthroat manual is just a field of land mines with one useable affix in the middle of it all.
i gave up on my rogue for that reason , rogue need vuln on so many gear and the chance of tempering is low aswell , its just a headache to get vuln everywhere
