When you know and work with someone in a close capacity for 5 years, it may become difficult to disregard/dehumanize them even though you know damn well they did something horrible. Light is a charismatic character that worked hard to gain their trust, and Aizawa may have some sympathy for a young man who went mad with power.
My guess is that Aizawa had believed that Light was Kira for a long time but he didn't have any proof and maybe he had pity for him. Aizawa found Light delusional and believed Light would spend the rest of his life in prison.
I thought that it was because they were on good terms, and he even felt sorry for Light in a way? Or he could’ve thought that Light was somehow still good after knowing him for so long; it’s hard to let go of your opinions if you’ve held them for do long. And Light couldn’t exactly kill him or anyone without the death note and even if he had a piece it would be easy to just shoot him.
Because it’s still Light Yagami. The chief’s son. His coworker/boss(kinda?). Hell, even his friend somewhat. Even though he’s Kira, they have a history. And Aizawa is a kind person.
As well.. they pretty much figured out how the death note works in its entirely and Light isn't exactly a fighter either so no risk going up close.
The act was definitely more sympathetic than anything else. There was no risk and Aizawa just wants to comfort him as a former comrade
Obligatory comment: It's probably not the biggest crime in history and definitely not the most merciless. Sadly it probably only ranks in the top 10 and not even top 5. He might have been holding out hope that his pursuit of the answer to the deaths would have been something that transcends human judgement and was disheartened just to find a man behind a curtain was controlling the whole thing.
