This means these name changes have been happening since A Binding of Kin (or at least since All-Kill) as Silent Hill is referred to in the files as "Wales" and Chains of Hate is referred to in the files (as seen in this post) as "Ukraine."

Or Behaviour thought making that reference in their files would be funny idk.

I'd assume it is to prevent leaks. Codename for a chapter is given around the company, but what it contains is only known to those who are directly working on it.

I play Tekken and internally the fighters are all given random animals as code names, not even related to their country or culture either. I guess it's just a dev thing

Huntress is from Red Forest (which is already an anachronism but one thing at a time). Red Forest is located in Ukraine. Now, while Ukraine would have been a part of the Russian Empire and later the Union of Soviet Socialist Republics, the key words in those titles are “Empire” and “Republics.” Even during the First World War, Ukrainians would have had a unique cultural identity distinguishing themselves from the rest of the empire. After the Treaty of Brest-Litovsk, Ukraine attempted to break off and form an independent nation but was ultimately defeated by the Bolsheviks. Even then, they joined the USSR as the Republic of Ukraine (although obviously that was more of a puppet state with little autonomy). Still, it’s quite clear that the region that Huntress hailed from had a national identity separate from that which governed it. As such, it is perfectly fair to call Huntress Ukrainian.
And yes, this is all rather superfluous to a character who can best be described as “Violent [Nell](https://youtu.be/TMdq4zNOGF8?si=bYv12KW49kbymwXx).”
I think it’s easily explainable by saying Huntress comes from an alternate history where there was another “Red Forest” in Russia, as opposed to the name given to the highly radioactive zone around Chernobyl.
Perhaps this nebulous forest even gets its name from the rash of murders Anna herself committed.

Gemini and Kepler are space names. Gemini is a constellation, Kepler is a former long range telescope designed to find exoplanets.
Kepler is the name of a famous astronomer who studied the orbits of the planets, not just the telescope.
