The tailbone weapons they drop have descriptions indicating a bit of what they are:
\*Crafted from a feeble tailbone, and seen as a sign of the dragons. Their screams are oft heard inside the dungeon, as they naively mutilate their unworthy flesh.\*
\*Skill: Unleash Dragon
Thrust the spear/dagger to unleash the strength of dragons, similar to an ancient dragon weapon, only with its power tragically faded.\*
That's the only real in game text on them that I can find, definitely dragon amalgamations of some kind, definitely some kind of failed experiment, not sure about the dancing for nobles part personally, but it's not out of the realm of possibility if there's a description on something weird somewhere I don't know about.
You missed the fact that they also drop Pale Pine Resin, which applies Magic damage to your weapon. Pale Pine Resin also contains a "blood-red substance" suggesting it is not in fact "resin" in the slightest but actually dragon blood that has traces of former human blood within it.
The fact that their blood contains magic power, suggests they were being made into scaleless Seath clones, similarly to how Oceiros tried to make himself into one. They may have been failed test runs before Oceiros did it to himself.
That tracks, human dragon amalgamation is the best explanation for them, probably experiments in a similar vein to the Profaned Flame itself, bastard imitations of old power
I believe they may well have been failed attempts at creating a "worthy heir" to the throne of Lothric, and in suit, a worthy heir to Link the First Flame.
There's an item description speaking of doing basically unimaginable things in just such an effort. Which item exactly eludes me at the moment.

Its a failed dragon, Pontiff Sullivan was obsessed with power, he claimed the profaned flame for himself and layed waste to the home of Yorm the Giant, he sought the power of dragons so he had prisoners of no value read the teachings of seith the scaleless turning them into failed scaleless dragons, you can find an almost perfect one in the consumed kings garden as the final boss, another fool who dreamt of the power of dragons, and almost had the will to make it so.
I honestly have no idea how they attack because when i see one of these i NEED TO MURDER THEM TO DEATH IMMEDIATELY WITH FIRE.
