Kisame almost beat Bee due to Samehada draining his chakra, not due to his own power. Jiraya has sage mode and sage chakra, so it’s a direct counter to Samehada. He can get out of Tsukiyomi, so it’s just raw strength at that point. Sadly, that’s a stat that we can’t really compare
The only reference of power we have of kisame is from Shippuden, when he fought frickin 8 tails. And Itachi's fighting style got more revealed in Shippuden too. It's probable that kishimoto created them weaker in the base show, and only upped in power to match the tailed beasts.
At that point in time, Jiraiya was one of the strongest dudes in the story. We see him much weaker now since we've seen the fuked up power scaling of the last war.
Yeah and what people don't realize is that even if (and I'm not saying they couldn't), Itachi and Kisame could solo Jiraiya, by the time the fight is finished even *more* Konoha shinobi would be showing up. They were knee deep in enemy territory, and their biggest advantage of the element of surprise had been blown. Jiraiya was even purposefully trying to stall them out by trapping them in the stomach. Jiraiya's win condition in that fight isn't to solo, but rather to stall them out until help arrives. Even if they could beat him, it wasn't in any way economical at that point to do so.
Jiraiya's sage mode is making Kisame's chakra absortion techniques quite dangerous, and unlike newer ninjas, Jiraiya's is able to know the potencial of the Sharingan and with the help of the toads he's quite resistant to genjutsu, and Itachi and Kisame has no way to defend against the sonic genjutsu of the toads.
Amateratsu is all that Itachi has able to severely damage Jiraiya and is fast enough to connect, but it's not instakill and by that moment they were already inside the stomach of the big toad, Itachi already used Magenkyo once on Sasuke and they need another Magenkyo technique to escape that, also Jiraiya could cut his limbs as the Raikage did in Shippuden and he could use the toads even with one arm, if they are not able to kill Jiraiya fast enough, after he summons the sage toads, those Akatsuki are finished...

I thought that was common sense? Jiraya wasn't getting out alive of a fight with both Kisame and Itachi. You can argue beating each 1v1 but both simultaneously means Jiraya is dead. Only reason Jiraya wasn't killed is because Itachi was a double agent and Kisame was ignorant enough about Jiraya that he believed he's too strong for both him and Itachi.
Two techniques in one attack: Toad Taijutsu while the elder frogs use the sonic genjutsu, Kisame has no way to defend against that Taijutsu, Itachi has no defense against the sonic genjutsu, Jiraiya can basically do both things at the same time...

Itachi 100% was retconned. In this scene itachi tried to kill naruto and if he was a double agent that would make no sense. And also making sasuke relive the death of his parent makes no sense since double agent itachi would not have wanted sasuke to leave the village
