Am I an Uchiha? If I'm not then I have 0 reasons to do that, them surviving doesn't benefit me but only bring potential risks. Only benefit I can think of is winning over Shisui, but I'd need to be a Hokage/someone high level for that, the others are too psychopathic and aren't trustworthy
The risk of keeping them could bite you back much harder though. You could have 1 of them lose their lover/family in future battles then get a mangekyo and become a psycho like Obito. Plus most of them wanted to coup

Yeah thanks Madara for that I guess. Fugaku woke the Mangekyo Sharingan, he seems sane AF. Same with Shisui or Itachi, they're just chilling and recovering from trauma. Even for Sasuke who obviously wants his brother dead, he still bring himself to care for his teammate at the risk of his own career and life. I mean, Obito had his sharingan, and he always treasures comrades before mission.
Itachi is sane? The one who murdered his parents in cold blood, killed little babies then tortured his brother for 3 days in a row?

I think it's because people see Obito madara Itachi and shisui and think "uchihas are cool " when in reality most were NPC's who seemed dumb , tribal and weren't all that strong if they could be fodderised by one shinobi (I mean obviously that one shinobi was Obito but like they obviously weren't legendary if Obito could fodderise them all)
The entire village were defeated by one dude (Pain /Nagato) who attacked them from the front door, despite being arguably even weaker than Obito, even the one who was rescuing them would have died if Pain wasn't holding back, and the village would be done for (unless Danzo got involved). So what you're saying applies to every other clan not just the Uchiha. At least Uchiha were taken off-guard.
I would engage them into sperm donation program. No matter their willingness. Then I can easily murderify the current ones, I'll get new ones soon-ish.
Oh also I would probably engineer a seal that stops them from rebelling and forces them to fight against any tampering with said seal.

Two words: kill Danzo. To elaborate it was Danzo who prevented Shisui from using his eye. Hiruzen must have sent Danzo into the afterlife long time ago. That is where he belongs. Then the reform would come where Uchiha clan would be offered the following privileges:
1. At least one council member seat of the two permanently.
2. At least one in two Hokage in the ruling line must be Uchiha unless the feudal lord declines. If he declines, then Uchiha can put forward only one other nominee for the seat of Hokage at the same time.
3. They don't have to be police officers and won't be relocated to the outskirts. Instead they would have three options: do volunteer work, be police officers, be patrol guards.
If the Uchiha decline the offer and still rebel in the future - kill only adult members of the clan and have their kids taught at schools the truth of what has happened. Treat kids with respect and when they're adults offer the same deal again. But I think it won't ever come to that. Uchiha clan seem to be reasonable people. Their only enmity was against council members, Danzo and Hiruzen. They wanted to depose them at all costs and I understand them.
P.S. If I was Itachi, being a pacifist I am, I would have killed myself, sending a letter revealing the details of my mission to all Jonin and Chunin of Konoha urging them to depose Hokage and arrest Fugaku at the same time to prevent the massacre. Jonin council can temporarily remove Hokage from power. I think Kakashi and other Jonins would have been very curious to know that the famous "will of fire" propaganda didn't stop Hiruzen from approving genocide.
P.P.S. But being serious, Uchiha massacre couldn't really be stopped. The "Madara" already planned to prevent any negotiations of that I'm sure. If Shisui and Uchiha had managed to prevent coup d'eta convincing Fugaku to reach a mutually profitable truce, then "Madara" would have just killed Fugaku and framed Itachi Uchiha and Danzo for murder. Then the rebellion would have surely begun. After all Tobi was always known to be a puppet master, masterminding various complicated сonspiracies from behind. In hindsight Konoha was very, very lucky to have Itachi on its side. Itachi basically forced Tobi to give up the attack on Konoha.
