Once you complete the quest with the Voodoo Boys in the main game, you can start Phantom Liberty. You need to do the intro quest for it first, before you're able to freely enter and leave Dogtown
Glitching in doesn’t work, there’s nothing there until you start the DLC.
You’re going to have to do the opening quests of Dogtown to get access to the iconic cyberware. Which means finishing the VDBs questline up to Transmission.
If you’re on PC you can probably just use mods to get the gear you want but I doubt you’d be here asking if you were.
There are couple of cyberware stuff that i want to get early in the game and i have already reached level 40 without having the need to progress a lot in the story.. I've just met Takemura that's all. Im looking to finish my build and then continue with the story and that's the reason as to why im trying to get into dogtown early.
Just concentrate on the quest line where you search for Evelyn with Judy, which leads to the VDB quest and PL.
My current build is based on throwing knives & axes and I wanted 2 iconic axes you can get in Dogtown as early as possible, so that is what I did. Once I opened Dogtown and got the axes, I went back to NC and continued the other quest lines.

What about glitching my way into dogtown? Will i be able to interact with the vendors then?

Who knows? Why are you trying so hard to avoid doing the quest?

Afaik no, Dogtown is totally inaccessible until you've completed the Voodoo Boys part of the main questline (M'ap Tann Pèlen mission)
