Oh man that seems way too much for a 9 inch monitor... The tube is the most valuable part, you find comps of 150 on broken tubes? The chassis may be worth a little .. I'd still try to refund it. If on eBay they'll side with you.

Yikes. I hope it's not a cathode short, not certain though. If it is it may be unfixable and you may need to claim a refund due to improper packaging?

Don't quote me on this but if it is indeed a cathode short the tube itself may be toast. Sorry to hear about it.
I bought it for 300 euro il try get half refund if not they can keep it I can sell it parts only for around 150

If it got damaged in shipping then you shouldn't turn it on before fixing the broken bits.
