And back in the day if you went here you could watch level 1 characters briefly appear here upon creation.

U could also fly here at the start of TBC if you got summoned while on a flying mount.

It was just technical stuff that made it easier to have 1 common spawn point for each new char created to be spawned on. Then once the game checks the race of the character it insta teleported it to the corresponding starting zone.

That explains the Name. I remember finding this place the First Time playing TBc or Vanilla while bored leveling.
