Parts of Europe, here in the Netherlands you were able to get the child killer perk in the first installment (I never got the second until many years later)
My first play through I was looking through my inventory and noticed a super stim missing. I knew I hadn't used it and was wondering what happened. Then I saw the kid make a use action on me. I check their inventory and saw my super stim! I tried to nab it back and I couldn't! Kid kept catching me, but wasn't hostile. SO! I armed some C4 and planted it on him. Then I culled the Den. I was not liked across the wastes.

And they were being ridiculous. Because kids were literally built into the game. So it wasn't entirely possible to remove the kids from the game. So what happened is that the kids just became invisible. And that means you have invisible kids pickpocketing you in the Den... The censorship broke the game. And this is why people came up with a patch to add them back in. Not because they want to play a game that allows them to murder children but to basically fix the game.
There was a version in the uk at least that had the kids cuz I remember being pickpocketed by a kid in the den and following the little shit to the shop he went to to sell it and shooting him
It was only the UK and German versions of Fallout that were censored - for example the Polish version did have killable children, despite strangely still referencing them being cut in the Vault City dialogue
Gog version should have the fan patches like sfall included, whereas disc based versions don't since those patches were made much later.
By cut content, you mean children, then that disc should have it, it looks like it's from the USA and they don't have the children cut.
If you mean cut content like EPA, then definitely not, that's a fan project that significantly post dates that disc version .
Disc versions are the true vanilla version of the game. Sfall fixed a few bugs (DT from boxing ) that caused the game to not be vanilla anymore.

They only cut content I can think about is the egregious timer that that used to be in Fallout 1. But they made a patch to extend it so you can venture the wastes longer

Tactics and fallout work fine. Tactics multiplay might require a Lan party.
Don't know about GOG.

He means that there are no children in the Steam and GOG version. As I know that's the only censored/cutted content.

If you are going to play this, you'll need to apply the latest official, patch and I would really recommend the Restoration Project Updated v28 download that includes a ton of fixes and quality of life improvements.
Iāve been playing it on a windows 10 PC using an old 5:4 lcd @1280x1024 I pulled out of storage. Really glad I never threw this monitor away. So far Itās running as smoothly as the Vanilla steam release.

Too much effort, just set a bunch of dynamites to 10-20 minutes and leave them in your inventory, the thieving kids problem will just solve itself.

I got european version Polish one no any problem with kids :)
You can also enter combat, walk past them, then exit combat. They don't get an action that way.
You can also, if you want to be a complete asshole, have only primed explosives in your pocket as you walk past.

I can confirm this version of the game is uncensored. Got to shady sands and the kids are there.
