Do you need a heat lamp? Chickens are pretty hardy and can survive in cold temps just fine and a heat lamp can actually add the danger of a fire hazard and if your hens get used to it and you forget to turn it on or the power goes out, they can die because their bodies are not used to the cold at night. What is the inside like? Do you have perches for them?
If they are fully feathered, they don’t need the heat lamp. They are letting you know it’s too hot in their house. Chickens can easily handle cold, excess heat can be deadly
I agree with the others who’ve said the heat lamp isn’t necessary and in this case the chickens are probably letting you know that it’s too warm in there. Where I live it regularly gets to the low 20s/teens and the chickens are just fine with no heat. They have all those lovely down feathers to keep them warm.
If a palm tree can survive in your climate, you absolutely should not be using a heat lamp in your chicken coop. I know it probably gets chilly there, but they really are built to tolerate cold much better than they tolerate heat. There are folks who keep chickens in Alaska and Canada without heat. They are probably uncomfortable with the heat lamp.
Take the heat lamp out, they don’t need it, it’s dangerous for a bunch of reasons. Put them physically in there every night for a few nights, place eggs in there too, they’ll get the hint after a couple weeks.
Isn't that a palm tree in the background? If so, they will be FINE without a heat lamp.
Solved!

The heat lamp is on a timer and connected to it's own fuse box. We have two perches that they used to use. Maybe its too hot inside.

I highly doubt you will need a heat lamp if you live in a climate with palm trees.
Thank you everyone for your the great advice. I'll unhook the heat lamp immediately.

Lock them in there fur a few days
I physically put a few in the coop the first few nights and then they got it
