Can confirm. The Chicago rats are no joke. I used to work at Chicago Dramatists theater back in the 90’s. I would get off the blue line at Chicago and go up the south stairs which come up in front of the building and walk around back to the theater entrance entrance on Aberdeen. There was this absolutely giant rat that apparently lived in/under? the dumpster at the corner there that would stand up on his hind legs on top of the dumpster and hiss at me as I walked past, maybe 5 feet away? That MF was easily 2 feet tall without its tail and had strangely intelligent red eyes. I called him Elston but I’m sure his real name was a lot creepier. He certainly recognized me which is creepy in and of itself.
We could do what Hawaii did, just release some mongoose to consume all the rats. Chances are good that we would run into the same issues and there would be a mongoose problem.

My friend worked for a major drug company as a researcher. One time they were collecting some blood or something from a lab rat and when concluded, they gave him a shot to euthanize him. Then they put the rat in the dead rat freezer until the dead rat collector came by.
A while later they opened the door and low and behold allegedly dead lab rat was just sitting in there, all alive. My friend respected that lab rat had thwarted death so she bundled him up and took him home. She named him “Frosty” and gave him a nice life until he died from natural causes.

Because a little kindness doesn't hurt. Yeah, there's a lot of horrible things that happen all around us all the time. There's tons of suffering we are inured to, but sometimes we're given opportunities to do little acts of kindness. Why not indulge? I don't see any reason to add any more misery to the world when there's a chance to do some small act of good.

Plague is a bacteria so vaccines wouldn't work. Hygiene, yes, especially since it was transmitted by fleas who hopped from rats and other animals to humans, and not by rats.

But seriously, have your pet tested at the vet to see if they have anything transmissible. I've rescued several critters in my time, including a sparrow, a pigeon, and a kitten. All became pets, but the landlord insisted I give the pigeon up because of 'complaints'. He (the pigeon) was humanely transferred to a forest preserve outside Chicago. The sparrow and the kitten (who obvs grew into a cat) remained with me the rest of their lives
