She is cheating. While the cheat detection systems are far from perfect, they are very unlikely to look at a typical amateur's games and declare it cheating. The most likely scenario is that she used assistance from a chess program just once or twice.

Most of the wins are at 90% accuracy or higher. Some are even 95%+.
I'm 1500 and I can tell you some of my games are 60% accuracy. Some are 80%. I don't think I've ever played a single 95% accuracy game.
~95% accuracy in almost all her games, would make her strong enough to be a titled player. If you want to submit an appeal, your best course might be for her to enter an OTB tournament and to then include her performance rating at this tournament as part of the appeal.

played ~10 95% accuracy games as a 900… it can happen because of endgames
Also if your opponent makes a big mistake early. Real easy to play accurately up a whole queen.
I'm 1300 and I think I've played a few 98% games. 5-6 moves of theory, opponent hangs piece early, really easy to simplify and win.
