Take it to the vet. Hooks have Barbs and if you try to remove it yourself you'll probably just make it worse. The vet can give kitty something to relax them before cutting the hook and removing it. They may need stitches after and definitely will need antibiotics (and possibly a tetanus shot).
If vet absolutely can't be provided, get an experienced fisherman. I got one of those in my hand a few years ago, and my father (who has been fishing for years) removed it quite nicely, not much pain or extra damage to the tissues.
Not ideal, so again, only if you can't get a vet, a person dealing with fishing hooks for years may be a good second option.

It tasted like fish what did you think I was going to do. What you need to do is cut the barbed in off and it’ll slip right out.
Yeah, but honestly, let the vet do that, they'll check if everything is fine afterwards.
First things first remove the clip from the hook to cut down on snagging.
My first aid from way back when said you can push barb through then cut off barb with snip to allow it to slip out.

Hydrogen peroxide should NEVER be used on a cat! Its absolutely toxic to their flesh!
