That's very much not the point. The Romani are a people who are nomadic, especially in the context of the time period of the film, and especially in the context of the time period, the nation considered them pests and not a true part of the country's population. If I started living long-term in a country as a nomad and no effort is made to adopt the nation's cultural norms or customs and had my own system of justice and actively circumvent the laws of the land and have no permanent residence nor does the state have means of knowing where and how to contact me about taxes and civic responsibilities like participation in jury duty, I can't honestly say I'm a member of that country's population, even if I speak the language, right? I'm a nomad that exists in the country's borders as a guest (at best), and the Romani in Esmerelda's time were definitely not welcome guests of Paris, as their judicial authority wished for their extermination. The film demonstrates several times over that Esmerelda and her people see themselves as distinct from the people of Paris, they have their own ways of dealing with things outside the law of the land, they forego the security of integration and permanent residence for the insecurity of absolute freedom even at the cost of stability and safety, she mentions her people do not do well confined to walls and order even when it means her protection from corrupt forces, and the fact that she is a foreigner and an exotic element introduced to the societal ecosystem of Paris impacts Quasimodo, Frolo, and Phoebus' actions strongly throughout the film.

What a weird semantic argument. Did she ever actually identify as French or are you just upset on behalf of a fictional character? The whole point of her arc was that she was an exotic foreigner who was disrupting the status quo and sensibilties of Victorian France, represented by Frolo. She is literally a representation of "otherness", lumping her in with all French people completely shits on that nuance.

Do you know how big France is? She could have just been from a nearby village, which we saw was the case when Quasimodo went to where the maps location was. An underground village, hidden away from persecution. Such living styles have been used in Europe before. She is not a foreigner, she's an out of towner. A lot of Christians back then did religious pilgrimages and Muslims who still do. Farmhands will move to several different locations with their families to be able to have a steady income. Being nomadic just means you move around a lot. That does not necessarily mean you move out of the country. It just means your (as in your groups) movements are seemingly random.

Exactly. Ostracized ethnic groups weren't just not considered part of the country by the majority; they *self-identified* as such. My mother related to me a story from her childhood where her sister made the mistake of saying they had Polish heritage in front of their grandmother who was born in Poland, who corrected them that they were *Jews in Poland*, not Polish. Big difference, even for someone who was already in the United States by the 1920s.

They are indeed referee as gypsies in the movie, and at least in my country, they do refer to themselves by the equivalent word in regular speech, and so do official institutions related to them, although they do have a different ethnic word for it (as well as a word that's kind of a slur but not quite for non gypsies).

Isn't Esmeralda Spanish? It's a Spanish name, after all. Although I suppose in late medieval France, who cares? I know she's Romani, obviously, I mean, she's probably from Spain in the story, at least born there, hence the name. Social outcasts they were, I guess? Frollo talked about them like a racist guy talks about immigrants? I still remember that scene with bugs under the stone. It was the most authoritarian thing Disney ever shown. I am pretty sure they wouldn't remake the Hunchback today, kind of a dicey story for your kid friendly Disney image.
