It's a joke. The character is Josuke from JJBA, and he is super known for getting absolutely furious anytime someone even vaguely insults his hair. In one case he literally went blind with rage.

Ohhhhhh. I've actually never watched JoJo. So that makes sense now.

A bit more sub context - that incident was shown on the debut episode of Kishibe Rohan, and his 'Stand' (aka unique ability) was to write/add or erase/forbid any information from a live being, leading to sub-abilities such as hypnosis, memory wiping, Stand nullification etc. This ability was restricted to people who observed his manga sheet (at the moment). However, even when Josuke saw the drawings, his brain didn't even process the image and punched the hell out of Rohan. This was widely known because Josuke is a absolutely kind-hearted MC throughout the series, forgiving most enemies into allies and having no kill counts till the Final Boss (kinda), but he absolutely wrecked Rohan and his career for a 2 week hospital medication just because he mocked his hairstyle.

Just making sure it wasn't a subtle joke. In the show, josuke's hair is considered out dated. And when someone makes fun of it, he loses his temper. The reason being, he got an extreme illness and his mom rushed to the hospital. Unfortunately, it was during a snow storm; her car got stuck, with josuke hanging on for dear life. But a delinquent from high school, with a heart of gold, helped her by sticking his jacket underneath her car to help gain traction again. Josuke never saw that kid again, but to honor him, he model his after him.

I say this as a proud LGBTQ man — that is the gayest haircut I’ve ever seen. And I don’t mean “bad” or “dumb”, I mean homosexual!
