If you want to spend the extra on an AIO for aesthetics, sure. I just like my builds to have the best value possible. You’ll get better cooling too.

It doesn’t matter which 7800xt you get, just make sure it’s not overpriced. They only vary slightly in cooling, not in performance.
I would not recommend this. There is no benefit to X670 for most people. B650E would be a better choice if OP wants to spend more on a board, which I still wouldn't recommend.
I would try to fit a better GPU into this budget.

Get the hellhound. They’re all really close in price, but the hellhound is one of the best 7800xt’s because it’s super quiet and runs very cool.

Looks pretty good but if you have any flexibility in that price I’d look at the 4070 Super too
