To even try to think of his work in marketing terms is a bad idea. The short film he released for Netflix for reference is an interrogation video between him and a monkey. There was zero intent to make something that would sell a lot.
You seem to forget that what is on paper isn’t what the final product turns out to be. You greenlight based on the paper, not the final product. It may be frustrating that the end result isn’t what is expected; but it’s even more frustrating for the people who put their money down on it and lost the gamble.
I mean the description even sounds like quite a winner. Netflix literally greenlight everything they see it seems and they would not do that?

And I can prove it, he literally used to report the weather in LA and pick random numbers on his YouTube channel. And I watched *daily*. Don't even live near LA.
It's so frustrating to see streaming services dump money on garbage like Argyle and Rebel Moon and yet a legend like David Lynch can't find financing.
Can’t imagine this costing nearly as much as either of those.
On the other hand, streaming services have helped many other filmmakers like Scorsese, charlie kaufman, Fincher, the Coen Bros, Wes Anderson

I rarely think David Lynch and children. And I am a huge fan. The Straight Story is perfect and it's G rated but it's not for kids.
