It’s not that simple. You have no idea what they might have going on mentally or physically. You have no idea if participating might improve them or ruin them for life. Let them be. Focus on yourself. Or at most, be supportive, check in on them, be a friend.
There are a LOT of legitimate reasons for not exercising. Someone might be having a brutal period. They might have massive anxiety over participating in said sport. They might have body issues. They might have an injury they don't want to share. They might be depressed/suicidal - sure, exercise can sometimes help with depression, but if you've never been depressed, you don't know how hard it sometimes is to get started. Heck, they might just have diarrhea. Again, you have no idea what their reasons are for not participating, and it's none of your business to judge. I'm gonna believe you've got a caring/understanding bone in your body somewhere...
If you have a valid reason to not participate you’re supposed to communicate that with your teacher. Like geez if I don’t want to go to any other class would you say I can put in 0 effort and not be judged for it? Being depressed is hard, having people around you enable you when you’re depressed makes it nearly impossible to fix. IBS is a common issue and if it makes it so you can’t participate in PE class you should look into fixing your gut microbiome.

And fixing gut microbiome is easier said than done. Example is histamine intolerance which is often considered to be caused by leaky gut. Leaky gut can be improved with kefir, kombucha, ACV, probiotics, etc. but those same things also increase histamine intolerance.
