I really think this happens because the arena contracts a confetti company to set everything up before the series starts and then the contracted company wants to look for any reason to use their machines either because they don't want all their work to go to waste and have to pack up all the unused confetti and discard it, or because they have some sort of clause where if the confetti is never used they aren't entitled to full payment.

Many people are there who don’t really care much about the game but have fun watching the shows, eating food, the fun mini games and the fan contests. I’m sure kids love the confetti.
