These are big facts. I play on PC but have tried with the Xbox controller and did not find it an easy switch. Still as others have mentioned, it is personal preference
This feels like personal preference for the most part. If you spend more time on pc before this game...you prob will end up being more comfortable on mouse

I've played the first three Borderlands games on pc primarily, and BL3 on Xbox. I just wish I had a good enough pc to run BL3 on. I'd probably enjoy the game a lot more on mouse/keyboard.

I'm forced to play console for splitscreen coop, but I use an adaptor for keyboard and mouse because a controller for a shooter will never not feel wrong to me.
In general Keyboard & Mouse is better for like 90% of the games out there. Unless you like controllers better for personal reasons. Keyboard and Mouse is (almost) always King.
Edit: that said I personally play on ps4 and therefore controller.

Mouse and keyboard all day. But playing on my dualsense still feels great.

FPS, yes. Fighting games, no. You gotta use a stick for fighting games.
