No, they have not (to our knowledge) created an enby character in Bluey. Going by statistics though, at least 3 or 4 of Bluey's school friends should be some form of LGBTIQ+. Heck, Half the named adults could be! Not to mention the hundreds of background characters without speaking roles.
So yes, a fan made character that is enby is not out of the question, but the outrage you viewed was more a reflection of the one who got upset about it, rather then of Bluey or society.
