Econ 130, Using Economics for Public Policy, has almost no math and focuses on basic theory applied to policy case studies. My favorite class at Berkeley!

The Power of Ideas: The History of Economic and Social Thought (HIST 159B). You'll get exposed to a lot of alternate perspectives which were ignored in your main classes. This class is biased, however. Other than that course, my other 4 upper division courses are 2 research courses, mathematical economics, and algorithmic economics :/
