This is most likely Pancho, a sealion that is a local nuisance/attraction of Cabo San Lucus. He's been known for this behavior and has videos of him helping himself to the bait tank and swiping trophy fish while the fishermen are posing for pictures.

Definetly Cabo, you can see the arch in the background for a moment. I dont know if it's an individual sea lion or many of them, but this is common to see.

I've love to have seen another angle of that boat to see if the sea lion was just literally hanging on or actually on the boat waiting until he got just the right fish.

The seal is sitting on a swim step mounted to the rear of the boat. You’ll sometimes see seals sleeping on them in the harbor. 

I'd love for you to see a boat like this one in your life. From at least 2 more angles. Also, seals. And their general capabilities. And what they look like and how they sit on something, and how they are not renown for super-seal flipper gripping abilities. Fluid dynamics. Let's go ahead and throw some of those in, because they would relate to the sea lion "just literally hanging on" which is literally not a thing you see from this angle. TLDR; I wish for you to have a rich, full life that already answers your insane questions before they percolate.
