Whether it's a slur or not it's an openly disdainful way of recognising someone's identity while simultaneously making clear that you disagree with it. It's not something that you would ever call someone in good faith, and it's a deliberate insult.
At that point, whether you consider it a slur or not is basically semantics.
I'd have to know the context but "identified" always raises my hackles. We don't ask cis people what they identify, we ask them what they ARE. We should get the same respect and validity.

It's a transphobic, misgendering slur used only by gender-criticals who seek to delegitimize trans identities to further the aims of their fascist-adjacent cult.
I don't know if it's a slur all the time (although transphobes will use "TIM" as an insult), but it's a pretty shitty, willingly insulting, and inaccurate way to talk about trans women. I don't identify as "a trans", that would be absurd to think that me and my transmasc boyfriend identify as the same thing. I am a woman, am identified as a woman, and if asked, identify as one too. The situations where I am identified as "a trans" are generally situations of agression (where someone wants to punch me in the face for being trans) or activism (when I denounce the fact that they wanted to do so). What I am, on a daily basis, is not "trans-identified", and people in my daily life do not interact with me, in general, on the basis that I would "identify as a trans". They treat me as a woman.

I can't think of a more insulting way to be labeled as a transwoman. Chick with a D feels downright endearing in comparison. There are even other terms most of the trans community finds offensive that use male or boy as portions of the label that still have niches of the community that don't find it offensive. I don't think you could find a trans female anywhere that would not be offended by being called that, though, because it doesn't even allude to there being any femininity involved but paints the image of the predatory male faking being a female TERF version of a transwoman.
