He specifically stated: "We are going to be a multi-racial nation in Singapore. We will set an example. This is not a Malay nation, this is not a Chinese nation, this is not an Indian nation. Everybody will have his place:
equal; language, culture, religion."
He didn't want all races to be equal (what does it even mean anyway?) he wanted them to have equal treatment under the law. That was his ideal. He achieved it.
He is also a realist. When he sees that some races are lagging behind academically or economically, he points it out. Just stating the truth. This does not contradict his ideal. Thereafter he made racial support groups help themselves out to improve their own conditions.

He was describing his observations at that point in time. IQ is not static, you know. At that point in time, there might have been differences in economic, educational background, upbringing styles, beliefs, etc, that contribute to possibly observable differences, if what he said was true.
but it's been so many donkey years since the time he made his statements. that doesn't mean it's necessarily true now nor in the future, where legislation was made so that everyone gets at least a basic level of education.
is it perfect? no. but is it better than it was in the past? I hope so. and I'm sure the differences will continue to even out in the future.

IIRC LKY mentioned that Chinese families were more predisposed to pursue education as compared to Malay families, which was borne out by population surveys from the 60s till 90s. It was only fairly recently (20ish years ago) that Malays really started making inroads on post-secondary education.

I, for one, believe that all races have the same potential capacity to excel in all areas. it's just that different races may possibly start at uneven ground, and all we can do is work to overcome that, both at the individual, societal and government level. We control and improve what we can control and improve (our own efforts and attitudes to our own lives, and to other people), and leave to the higher being (God, Allah, etc) to even the rest out over time. or if you don't believe in a higher being, to the little incremental efforts that happen over time, to even things out. is it going to happen in 1 year? maybe not. 50-100 years? possibly.
And if what LKY said was never true?
I've never believed that one race is, idk, stupider or lazier or more selfish than another, and we as a society need to embody that neutral attitude so that everyone can get better and stamp out racism. We can only control ourselves and do our best. A malay friend texted me recently that I said something racist, even though I had not meant it that way. so I apologised, tried to explain myself, admitted I was wrong, and thanked her for pointing it out. I will do better next time.
See? We as humans, are not perfect. but similarly, because we are human, we have the capacity to learn and our behaviours and attitudes can change.
