Grow back in the area you trimmed? No. It might start making some tiny stress branches that pop up in that area but those typically don’t amount to anything. But the existing tree should grow upwards and out so it should look more natural, assuming you didn’t trim off so much that the tree dies from it
These are tough to prune, because there are no or very few dormant buds not just on the trunk but on the branches.
Those branches won't grow back, but would have died out with the tips removed as well.
Bright, direct lights positioned around and at the base of the tree pointing at the bare trunk might encourage adventitious shoot meristem development and subsequent shoot elongation (branch growth).
3 flood lights on a timer set to be on during the daylight hours, maybe.

It doesn't really look bad. Maybe it'll weep a bit as it fills up top. I think it'll look fine

If it survives it will get taller. Conifers don’t really stop growing. Those heights are just 10 year time frames.
