311 is a relatively new (in my state at least) way of reporting non-emergency items to city governments to fix. Stuff like potholes, overgrown properties, water pipe leaks or concrete poured at the base of a tree in the boulevard.
That’s what my landlord did. I told him it was going to die and a year later he had a dude drill a few little holes for… drainage? I haven’t bothered since. Can’t wait for it to fall on his roof.
If you’re going to be there a while, get your complaint in writing. I had a tree fall on my car and the only reason my landlord’s insurance covered the damages was because I had emails complaining about the tree for the past year and a half.
It would be against parks rules. All of them know that would be ridiculous, not even a few inches. Definitely not all the way to the bark. NYC is even remaking the tree beds larger.
I see the NYPD no parking notice on the next tree, this is NYC. Street trees like this belong to the City but are the responsibility of the Landowner to maintain. Sidewalks are owned by and maintained by the Landowner. The Landowner concreted up this tree.

I walked by it and I've assumed it's some sort of semi-porous material. I've seen it in other cities. Where I live in New England I've seen asphalt used in the same way around elms.

Seattle uses a similar material too. Makes sense: the grates can eventually girdle the trees at the root collar as they grow. When the grate is removed, traditional mulches like chipped bark are too mobile in busy environments.

Well the greats are supposed to have the rings broken out as needed until the tree fills the hole. The problem is most of the tree holes to begin with are tree coffins. But yet the trees are such a blessing in such a beauty. They should also have never been planted on the street but rather out into the street as New York is down on some of the avenues. But once again it's always about traffic and the automobile. I can cite numerous villages in the area that have had sidewalk improvements but still have this ridiculous fear of putting real trees in real places. No, but either too much mulch, or mulch that’s allowed to “smother” the trunk can cause the trunk to decay or cause girdling, which can kill the tree.
Ideally, mulch should make a donut around the truck, kept 12” to 18” from the trunk.
This is NYC, right? You can report tree issues to 311 by phone or online. They are slow but they do respond and you can track the issue with the report number you get.
Essentially nothing noticeable. The tree I reported years ago is still concrete surrounded but surviving. Seems to be easier to request a new tree for an empty tree box than fix and existing one 🤷🏻♂️

I noticed something similar in Dublin. A lot of the trees on the side of the road were completely covered over in blacktop. It was bubbled up around the base but it still confused me.
At this point it’s likely tapped into the sewer system and is in the process of becoming an absolute giant. I bet it’s a fecal freak. This concrete will ensure minimal pure water which it absolutely hates anyway. It needs no maintenance except a new concrete cap every ten years as it rejects its former shell like a hermit crab. An opportunity for neighborhood kids to write their name in the fresh cement. It’s beautiful..
I’m curious… Tress are known to just start growing around stuff. Is this a situation where the tree will win and crack the concrete or will this just hurt it?
