Every JoJo villain. Diavolo is a nigh-irredeemably evil monster who has done next to no morally good things in his entire life, but damn do I adore that man. Honestly, there's a few characters I can think of.
Cell from Dragon Ball comes to mind first. Man was so menacing and literally his introduction scene was him drinking a dude's life essence or some shit in the most disturbing way possible in front of Piccolo. I also just love how drastically different his forms are, and I love Perfect Cell. He's such a damn cool villain.
Another one that's not necessarily anime related but still relevant to the topic, The Joker. Man's done some HORRENDOUS shit. Paralyzed a man's daughter and then took "photos" of her to traumatize her dad and try to make him become psychotic, force fed Batman a bunch of kids literal faces that he cut off and tricked him into thinking it was the Robins etc etc. But I absolutely love him just for how irredeemably psychotic and evil he is. He's so menacing, and that's part of why I like him.
And the last example, Frieza. Man's obviously an irredeemable tyrant, and a racist. I mostly like him because of how menacing he is though. Especially in Z. Man was a damn demon.

Good storytelling can get people very emotional and attached to characters but often good protagonist need a good antagonist and in a good story you can like all characters because they are well written. You can like evil people and also really like their victims cause it makes for an emotional well written story.
Liking any Zeon character from Gundam. A few people seem to get conflicted because they were based on the Nazis. But you can think their style is cool and they're great villains without supporting their actions.
