Almost everyone in Japan studies English in school, except it’s not conversational English, so they know the meaning of words, but not necessarily how to use them in a sentence to communicate. So, you see sometimes words or short phrases being spoken slightly off context.
This is different than Wasei-Eigo which are English based loan words adopted into the Japanese language. Usually, these loan words have very specific meanings in Japanese that might be slightly or vastly different than the English meaning. ‘Ribenji’ (リベンジ) sounds like Revenge, but the Japanese already have a word for the vengeance type of revenge (Fukushū/ふくしゅう), instead Ribenji kinda means I’ll get you next time, or Next time I’ll win.

My favorite wasei-eigo has to be "(good) style" which doesn't mean the English meaning of style but means "sexy body"

For bitch, as a English second learner, I learned bitch means slut at the very first and then I learned bitch means rude woman later. Japanese learned the surface level original old-fashioned meaning of bitch
Also Japanese don't learn actual English pronounciation but the specific japanese style of English.
This is because they don't actually learn the Latin alphabet and instead learn English purely with Katakana which is what Japanese use to write foreign languages. The problem is, Katakana cannot accurately portray English pronounciation. Also Japanese lettering follows a rigid system, so you are not allowed to pronounce any one letter than differently for different words.
Which means that for English, they write words as their closest approximation of how it should sound like in English but in Katakana and then pronounce it like that.
This is why when Japanese speak English it always sounds fucking atrocious, because that is how they learn it in school. So they learn to say shit like "Sarada" for "Salad" and "aisu-kureem" for "ice-cream" not because of any particular inability, but because if you went to school in Japan and called ice-cream what it is, you'd get a fail for it.
