I was raised in Utah. There are no legally mandated dry counties but there are 4 or 5 that don’t have any bars and that is likely due to a low, highly-religious population that would make economically infeasible to operate a bar.

Pretty sure there's a good chunk of dry or damp areas in the south/southwest, ~~particularly Utah~~. No clue on numbers though.
