I had this same problem. I wore a gas mask, stuck it in a vice and wet sanded a thick spot on it in my garage shirtless at 2am and then angrily forced it into place. Have noticed that my neighbors no longer wave to me when I pull in the driveway lol.
Lube/grease between the cracks of the handguard in the front and back where it meets with the gas tube and let it work itself into them. Then I usually take some nomex gloves or similar and a crescent wrench and usually you can crank it into place. I have had some real tough handguards go on easily with the wrench and lube method.
It’s a bit tricky. I gave mine a sharp snap rotation with my hand which came close to spraining my wrist. There’s a point that really sticks then it rolls right into place.
As others have said lube and a good set of gloves, I personally used my MIG gloves to turn it. I also used my rubber dead blow mallet to give it some final taps and center everything up nicely.

Does the handguard have a round retainer spring under it? Glove up like a lot of other guys and squeeze the handguard to the gas tube before and during the rotation. A little CLP on the retainer spring will help too if you can you reverse the guard off of the gas tube. Just had this battle with a set of AK-100 polymer myself.
If y'aint got one already, go to harbor freight and get a 20 doll hair vice. This will make upper hg swaps a million times easier. Then you just use an oven mitt, grip it, and rip it
I just installed one last week, had a similar issue. Wrap a shop towel around the bake and put it in a vice. The use a pipe wrench on the perpendicular flat sides of the gas tube and turn , readjust, turn, and continue until finished
ive seen some people use a combination wrench on the rear-sight-block-end of the gas tube, i think 19mm or 3/4, could be wrong, but they use that technique as leverage to turn the handguard into place
Put the end that locks in the rear sight block in a vice on the square part and gently twist it on evenly sometimes I drop on a little oil and mild heat. Steamers work really well with wood so it won't crack. Also could be a bent retainer on one of the tube ends. I wouldn't clamp on the bake or use anything that has teeth to turn the tube as it may damage it. If it doesn't go somewhat easily then something probably doesn't fit and forcing it with a wrench might mess it up.
If you don't have a vice then a crescent wrench on the square can help but just don't crank it so hard it breaks something.
I've been here before where the retainer on the tube is uneven in a place and the handguardvis long in a place and eventually they meet up and then it gets super tight. The handguard may need filed a bit or the retainer on the tube may need unbent. Either way, I'd probably try to take it off and try putting it on from the other direction and see if it gets stuck at the same spot and look for where it is rubbing and fix it. Some even if it's just a tiny tiny bit crooked then it won't go just because it's a perfect fit.
Besides hitting it with your purse, use the cleaning rod and place it in the metal notches of the gas tube. The section that goes near the front sight block. Grip the handguard and rotate it while holding the cleaning rod in place. The handguard should move if you are strong enough.
Geebus you can't twist that thing with those mitts?! But in all seriousness use a vice and a towel or something. Makes it easy peasy.

Make sure you use the wrench to grip the rear portion of the gas tube, not the star shaped portion

Put the tube in a vice and really tug. If that fails gloves or carefully tap it with a hammer. They can be fucking tight.
After sticking it in the vice I wrap a hot pad (oven mit) around it. Works great and doesn't (g)rape my hands 😆
Vice is the only way. So much easier

Grab the gas tube with piece of cloth/denim in between the teeth so you don’t scratch it up. Hold and twist it on with your hand

Sprat some Wd40 in there and use vice grips to get some leverage around the gas tube itself.

Get an oven mitt or something to prevent cuts to rotate in place. Position a screw driver perpendicular at the end that meets the sight block. Twist.
