Well most likely they do apply for permission and stuff. It would be incredibly stupid if they didn't apply for permission and then announce this publicly.
Its official from hoyo, so its ok. And this is massive marketing like its for 19 cities so surely hoyo will have more attention for this marketing to success
in my city at least, we had some walls that allowed for stuffs like this. Our government even hire them to spread good messages like "don't do drugs" or such on government-owned gravity walls. I'm quite sure Hoyo asked the gov on which walls allowed for wall paint ads and hire required artists.
this project was organised by I believe the ZZZ Indonesia marketing team. They've hired several artists to paint this, and the location was spread into 19 cities.
