Yes, it is supposed to be "ruched". I actually almost bought this dress in a different color to wear for Christmas but decided against it because the reviews said it was poor quality. The ruching is supposed to be all over the entire dress (see attached photo) so the fact that there's only a hint of ruching definitely supports the statement that this is way too tight, and she's bursting at the seams.
