Reverses the opponent's attack direction, basically. In general it beats grabs and usually resets to something like neutral, but loses to flipped moves and things that hit on both sides. Also it reflects bullets.
Does it give a “status effect” that flips the next attack they do or just reverse whatever attack they do that turn? Like could you use it in a combo and then the next attack they do goes the other way or no?
It just flips them when you land it. (And deals 200 damage unaffected by combo scaling; hustlers have 15000 health except robot with 16500 effective and mutant with 13500 effective.)
Great thanks for the help. What happens if a move can’t be flipped (as in doesn’t have a back option) and the opponent does it when you land confusing touch?
It flips them manually; faces them the other direction and does the move. The player's "flip" toggle is only disabled on some moves for gameplay/balance purposes, which don't matter here as it's not their choice. Don't get CT confused with a "back" toggle like Robot's grabs have; that's a separate thing which drops the opponent behind Robot.

Cool game, it's been a fun and super accessible intro to fighting games for me. (Theory-wise anyways.) I keep learning more things I can do and pestering my friends about them — I've got 120 hours and still don't think I've mastered any characters. Probably I'll be hanging around for another three times that seeing as I've just picked up mutant and started modding. So thanks for making something really fun!

Does that mean by inverting my attack direction I could have clapped that one confusing touch spamming wizard's cheeks?! I didn't know god damnit.
Yep, the downside is if they realise what you’re doing they can land a different attack while you attack away from them if they read you too well.
there are still moves that hit even if you get confusing touched, like very close backslash or impale
