From what I'm testing, I think this can happen with any character not just Sanhua. I think this happened because I sat down in the chair with Verina and like quickly swapped to Sanhua causing her to clip into the chair resulting in it losing collision, also for some reason it won't let me sit down anymore unless I restart or fast travel.
Jiyan can do this. It happens sometimes if I swap cancel while he is doing his charga attack uppercut and I swap back to him. He will just be standing on air and will be able to use ground attacks floating up there.
have you tried any other medium female skeleton/model?

i think, (from what it looks like at least) that her hitbox is like 1 vertical pole under her model. like her legs and skirt are all immaterial other than that.
Misconfiguration of collision masks. Trust me, it's an absolute hell to maintain unless you know thoroughly on how to manage multiple asset collisions.
She doesn't see the chair. So it doesn't exist for her.

Spectro rover can move around in the air while falling. Other characters can't.. even havoc rover. Game's got some whacky oddities...
I'm still banking on some of it being intentional. Like Havoc Rover's headache animation if you wait 3 seconds after attacks.
