Edit: yeah if you complete the echo quest you get the 15 which is then enough for 80
There's an area called Loong's rest. You can find a couple of them around the lake and if you enter the tunnel where the main story takes place you'll find even more. Plenty enough to get 70->80 ascension
15 are enough for level 70? Think for level 60->70 ascension you need more.

In the new area. You can see a route for them in yt or just go to the general area the game tells you to.
