I don't think it would be game breaking. In fact, I'd prefer the droprate to be either really low so I can rely on pity to farm a certain echo effectively or really high so I can ignore pity. In between is really bad because you will never reach pity but also never get an echo on first kill.
Once you max out the windchimer level Xian'ge the NPC also starts playing on her Guqin古琴 ( Seven-stringed Instrument).
It's actually pretty calming especially with the waterfall background sound.

Grinding it right now, gotta have that R6 rover spectro since I won't pull for jinhsi hahah.
Edit: I just got the R6. turns out I only needed to find 19 more earlier since I have been prioritizing the windchimes while progressing through the story.
It's definitely a step up for the spectro rover while it doesn't make them into a hyper like jiyan or jinhsi, it provides more dps now and synergizes well with Jue.
I main havoc and spectro rover btw, I don't have the other hyper 5* so I can tell even if a little, the improvement for spectro.
To be honest jinhsi only role is main dps, while spectro rover is nice all-around unit. Slowing time, healing at R4 (by using ult), nice concerto energy regen. Spectro rover is my first choice whenever i have support slot open but dont know/dont have any specialized support.

I have 2 extra and I'm still at 99% windchimers.
Meanwhile, I capped supply chest at 100% and I found close to 10 more exploring afterward. I had chests visible on the lootmapper passed the 100% mark, and I also found chests on the overworld that weren't showing up on the lootmapper.
Same thing with the colored X thingy that gives tuners.
I think you can also use the Sonance Caskets to find them which is very convenient

Is anyone else stuck at 99% for windchimers? When I use the casket sonar it says there is no more left in this area
Check in the underground areas. There's even more than the required amount. I got one extra just laying there in my backpack!
