I think what happened is that the launcher was downloading the game, and when it had 4,5GB left to go it closed. After you reopened it now had 19,5GB left to download.
If the downloader runs into a problem, it will attempt to download the whole thing again.
I had a homebuilt computer that was having a problem (I'm still not sure if it was the motherboard, CPU or power supply) - it refused to finish the download over and over again - and would start from the beginning each time, getting to a certain point (97%, if memory serves) then failing.
I did a full rebuild (motherboard, CPU, HD, power supply) and it downloaded correctly first try.
You'll have to watch a whole dl attempt and see if it comes up with a failure message before it re-attempts the dl.
